At its most basic level, an Air Operator Certificate, usually referred to as an AOC, quite literally certifies that an operator meets the national and international legal requirements set out by its aviation regulator.
Requirements will vary by regulatory jurisdiction, including some that differentiate by the airline’s size, nature or intended operations.
